Africa-Press – Cape verde. The Movement for Democracy (MpD-poder) today challenged the PAICV to prove the falsification of the “rectification map” and the “misappropriation of public resources” in the State’s accounting report for the year 2021 issued by the Court of Auditors.

In reaction to the analysis presented by the African Independence Party of Cape Verde (PAICV – opposition) on Friday, 5th, the MpD considered the accusations “serious, unfounded and frivolous”, stating that the initially approved budget was 77.8 million of contos but that the rectification, approved in parliament was 74.8 million, thus clarifying that “there was no deviation”.

“If they manage to find evidence or facts to go public and accuse the Government, they have the obligation to, at least, share this data with the population and they have the obligation to hand them over to the Public Ministry to determine criminal responsibilities”, he demanded, challenging the party to prove the allegations.

According to the party that supports the Government, the document shows that even in the face of challenges, notable achievements were achieved such as the advancement of outstanding accounts, the global inventory of public assets, “an unprecedented milestone” in accountability.

The general secretary, Luís Carlos Silva, highlighted the introduction of new budgetary principles as a program budget in the accounting opinion for 2021, increasing, in this case, transparency and “accountability” in the management of public resources.

“It is essential to highlight that 2021 was a year of pandemic management, where the budgetary premises and context underwent significant changes, meaning that it was necessary to approve an amending budget to adapt the budget to the new reality and comply with the law”, he said .

For the MpD, the deviations and irregularities projected by the opposition reaffirm the need for a debate based on facts and irresponsibility, calling for responsibility and commitment to the truth.

“The advances in the 2021 account are indisputable. We reaffirm our unwavering commitment to transparency, accountability and the good use of public resources. It is through these principles that we manage public affairs”, he reiterated, maintaining that the aggressive tone of the PAICV cannot impede the presentation of concrete evidence.

The PAICV accused the Government of committing illegalities and undue payments and demanded a resolution in the inspection process, explaining that the 2021 Court of Auditors’ opinion “demonstrates what is done” with public resources.

The general secretary of the largest opposition party, Julião Varela, alleged that the budget maps published in the Official Bulletin (BO) were tampered with and that the map approved in parliament led the Court of Auditors to issue an opinion on a document which was not approved.
