The article of the proposed law for the State Budget for 2024 that provides for the regularization of the precarious links between the central Public Administration and local authorities was approved this Thursday, 23rd, with votes in favor of the MpD and abstention from the PAICV and UCID.
With this article 11, the Government will promote in 2024 the implementation of the first program to regularize precarious employment in the local Public Administration and create the conditions to implement a second program to regularize precarious employment in the central public administration aimed at personnel performing corresponding permanent functions to the permanent duties of bodies and services linked through service provision contracts, fixed-term employment contracts concluded without prior competition.
According to the Government, the regularization of precarious relationships will be carried out through the approval of a competition process that will be opened and officially regulated by the diploma that approves the program for regularizing precarious relationships in public administration by the diploma that establishes recruitment rules and principles of people and intermediate managers and the processing of procedures for public administration competitions.
In his declaration of vote, deputy João Gomes, from the Movement for Democracy (MpD-poder), justified the favorable vote of his bench by stating that article 11 of the State Budget law proposal for 2024 (OE’2024) will resolve the precariousness of Cape Verdeans in terms of public service.
“We are here to approve an article that brings something that is very important for Cape Verdeans, especially for those who have been precarious in public service for many years”, pointed out the parliamentarian, highlighting that this is an opportunity to resolve the precarious situation where there are many workers.
Representing the Independent Democratic Cape Verdean Union (UCID – opposition), deputy Dora Pires said that they welcome the measure, but voted to abstain as they consider that there is no certainty regarding the implementation of the proposal next year.
“Here we have doubts, because the Government does not have the money to resolve and do this, it will still look for it. It could be within a year, two or 10 months to resolve, because if there was interest in resolving this situation it should have been done in the first quarter with a specific date,” he pointed out.
On the side of the bench of the African Independence Party of Cape Verde (PAICV-opposition), deputy Adelsia Almeida said that the MpD was the only party that left the Praia chamber with many employees without contracts and others were even paid, but never got to work .
For the deputy, the MpD has no legitimacy to speak about the Praia municipality, and during its governance it implemented the land mafia in the municipality, misused funds, persecuted salespeople and evicted those who lived in tents.
