Africa-Press – Cape verde. The Order of Engineers of Cape Verde was available to mobilize partnerships to help the municipalities of the island of Fogo to resolve the problem of water drainage and avoid future damage such as that of August and September.
A mission from the Order of Engineers of Cape Verde (OECV), led by the president, Carlos Monteiro, is visiting the island of Fogo with the aim of finding out about the damage caused by this year’s rains and what possible contributions the Order can make.
Likewise, the idea is to analyze the pulse of engineers registered on the island of Fogo and who are members of the regional board of Santiago, Fogo, Maio and Brava.
The president held working meetings with the mayors of Santa Catarina and São Filipe, the two most affected by the rains, and visited some critical point in the city of São Filipe.
He then said that within the scope of the protocols that the order has with its counterparts in Portugal, Brazil, Angola and Mozambique, and the “privileged contacts” with researchers from other countries, it will consider the possibility of bringing in an expert who can, in São Filipe and in Santa Catarina, talk about aspects related to drainage in the two municipalities.
“The entire urban part of the island is built on a very inclined surface, which is why all care related to drainage is important”, declared Carlos Monteiro, indicating that he will seek the support of some order and specialists who can eventually make a contribution in online or even in-person format.
According to him, one of the purposes of OECV is to get closer to municipal councils, through more frequent contacts with engineers who work in municipalities and islands, to learn about their needs in technical development and to seek to promote meetings and short-term training. that may be useful to improve their performance.
Carlos Monteiro said that it is the Government’s responsibility to place engineers in municipal councils to reinforce their skills, stressing that “it is urgent and necessary” for this to happen so that the councils can adequately respond to the challenges.
“It is not appropriate for there to be chambers without engineers duly registered in the Order or that have difficulty in having a technical body with the necessary competence”, he said, highlighting that development is not done only with good will, but there must be financial resources and skills suited to the challenges of each island and municipality.
Regarding the establishment of a collaboration protocol proposed by the São Filipe council, the president said that it is in line with his institution that is committed to approaching the municipal councils, highlighting that the Order of Engineers will work on a proposal for the protocol and define the contribution of each part.
The idea of establishing a protocol shows that the São Filipe council “is willing to cooperate” with the Order of Engineers, he said.
Regarding the concern of engineers on the island or who are on the island, Carlos Monteiro said that it has to do with the registration process and the meeting held with the participation of a dozen engineers, of which only four were not properly registered, All information regarding this process was provided.
The president of the São Filipe City Council, Nuías Silva, described the initiative of the Order of Engineers as “good”, highlighting the need for everyone to join forces to help, each within their area of competence, in restoring normality.
Nuías Silva recalled that from the beginning he defended that the chamber’s desire is to mobilize all partnerships so that the new São Filipe that will be rebuilt, after this disaster, can be and be more resilient in relation to what the future is.
The chamber, he noted, is willing to provide “all logistical support” for training and other initiatives of the Order, adding that it also discussed with the delegation the issue of technical support from specialist engineers within the framework of the partnerships that the Order of Engineers has with their CPLP counterparts to help the technical office and the island itself to have a drainage system in the areas.
“There was receptivity and we will work to sign this collaboration protocol with the Order”, he concluded.
