EMPLOYERS SWINDLING ENPF CONTRIBUTIONS TO BE EXPOSED

Africa-Press – Eswatini. The Eswatini Revenue Service (ERS) and Eswatini National Provident Fund (ENPF) have signed an agreement to work together expose employers non-compliant to their statutory obligation to workers in as far as remittance of ENPF monthly contributions is concerned.

The two government entities signed a Memorandum of Understanding (MoU) on April 7, 2026 at the ERS boardroom committing to collaborative work in order to achieve this goal.

ENPF Chief Executive Officer (CEO) Futhi Tembe said the signing of the MoU marked a decisive moment for the ENPF and the ERS. She said the signing of the MoU was not just a formality but it was a firm declaration of their collective resolve to close the gaps that have allowed some employer non compliance to persist for far too long.

“Let me be clear; the days of employers neglecting, delaying, or intentionally avoiding their statutory obligations to workers are coming to an end. The ENPF exists to safeguard the future of the nation’s workforce. Every contribution deducted from an employee’s salary is not a favour, not a donation, and certainly not optional. It is a legal obligation. It is a commitment to the people who labour tirelessly day after day to sustain businesses and to grow this economy,” she said.

Tembe said unfortunately, a number of employers have treated this obligation with disregard. Some withhold contributions and never remit them. Others under declare their workforce and some simply choose not to register their employees at all. This, she said was not only unethical, it is unlawful; it is an injustice to the hardworking people of Eswatini.

“Today, with the ERS as our partner, we are drawing a clear line. The data sharing framework we are implementing will expose non compliance swiftly and with precision. Employers who have been hiding behind fragmented systems, manual processes, or loopholes should take this as a warning: you can no longer operate in the shadows. If you are deducting employee contributions and failing to remit them, we will know. If you are under declaring your workforce, we will know. If you are avoiding registration altogether, we will know and once identified, action will follow, firm, fair, and consistent action,” she warned.

She also addressed the employers who have always complied: “We see you, we appreciate you, and this MoU benefits you too. Your efforts should not be undermined by competitors who cut corners or violate the law. Compliance must never be a disadvantage. We are restoring fairness to the system.”

To the non compliant employers, the CEO said she wanted to state with full conviction, that it was time to correct their course.

“Come forward, regularise your affairs, and honour your obligations, because going forward, the space to hide is gone. To the workers of Eswatini; you are at the centre of this partnership. Your future matters. Your contributions must be protected, monitored, and safeguarded and we will not rest until every employer meets their responsibility to you,” she said.

She then took the moment to commend the Commissioner General, Brightwell Nkambule, and his team at ERS. This collaboration, she noted, reflected a shared belief that compliance was not a burden; it is the foundation of a healthy, fair, and transparent economy.

As they signed the MoU, she said they did so with determination. She said they were strengthening the social protection system, enhancing accountability, and sending a clear message that the era of lax enforcement was over. Together, ENPF and ERS, she said, will ensure that every employer, large or small, does what is right because the workers of this nation deserve nothing less.
