Africa-Press – Eswatini. The Eswatini Revenue Service (ERS) and Eswatini Television Authority (ESTVA) have signed a game-changing Memorandum of Understanding (MoU) to transform how television signal devices are imported, monitored, and licensed across the country.
The new agreement merges ERS’s advanced border-management systems with ESTVA’s regulatory oversight. Under this MoU, all TV-signal device imports will be scrutinised using data-driven risk filters and thorough physical inspections by ERS Customs officers. ESTVA will then verify that every shipment meets technical standards and complies with approved quotas.
“This partnership is a practical enabler of the National Trade Facilitation Committee (NTFC) strategy,” said ERS Commissioner General Brightwell Nkambule. “It reduces delays, protects honest traders, and ultimately fuels economic growth by ensuring seamless and secure cross-border trade.”
A key highlight of the agreement is the introduction of a fully digital permit system. Television dealers must now apply online through the ERS customs-clearance platform, allowing real-time data sharing between the two agencies. This innovation not only curbs misuse of permits but also guarantees that declared data matches actual shipments.
ESTVA Chief Executive Officer Mlamuli Dlamini praised the collaboration: “By integrating our licence database with ERS border controls, we are levelling the playing field. This helps us reduce reliance on Government subvention and increase revenue generated through licence compliance.”
Phase one of the MoU focuses on monitoring the movement of television devices in and out of the country. Phase two will streamline licence renewals for existing owners—making compliance more convenient and transparent for citizens.
“This is more than an agreement—it’s a roadmap to efficiency and fairness in trade and regulation,” said ESTVA Head of Legal, Luke Shongwe.
Both agencies will soon launch an intensive public-awareness campaign to educate importers, retailers, and consumers on the new processes.
