Africa-Press – Eswatini. Civil servants may finally see their salaries improve after Cabinet approved Scenario 3 of the salary review report.
This marks a big step forward in a long process aimed at ensuring fair pay for government workers.
What Scenario 3 Means
The salary review considered five possible scenarios:
Scenario 1: The most generous, but too expensive for government.
Scenario 5: The smallest increases, seen as meaningless.
Scenarios 2, 3, and 4: Middle ground options.
Cabinet settled on Scenario 3, which balances affordability for government and fair impact for workers. It is better than Scenario 4, but less costly than Scenario 2.
Breaking Down the Numbers
Looking at the proposed pay scales under Scenario 3:
Grades A1–A3 (entry-level jobs): Salaries range from about E41 000 to E59 000 at the first notch, with steady increases up to E62 000. These positions will see a 16% progression across notches.
Grades B1–B5 (junior officers): Starting salaries move between E64 000 and E117 000, climbing up to E132 000 at the top notch, also with a 16% progression.
Grades C1–C4 (mid-level officers): Salaries start around E136 000, rising to E212 000, with final notch figures reaching E239 000, still under the 16% progression.
Grades D1–D5 (senior managers): Here, increases are slightly smaller. Salaries start at E282 000 and go up to E418 000, with a 10–12% progression across notches.
Grades E1–E2 (executives): The highest earners begin at E460 000, moving up to E507 000 at the first notch, climbing to more than E600 000 at the top notch, with 10% progression.
In simple terms, Scenario 3 ensures that lower and middle grades receive stronger boosts (16% growth), while senior managers and executives see more modest increases (10–12%).
The Road Ahead
Cabinet’s approval does not mean automatic implementation. The Joint Negotiation Forum (JNF) will now meet with Public Sector Unions (PSUs) to negotiate the rollout. Unions can either accept Scenario 3 or push for Scenario 2, which offers bigger increases.
For now, civil servants remain hopeful. Scenario 3 may not be the most generous, but it represents real progress toward fairer pay after years of waiting.
