Minister Owen Orders Admission of all Qualifying Learners

Africa-Press – Eswatini. The Ministry of Education and Training has emphasized its commitment to inclusive education, directing that all qualifying learners be admitted into Grade 8 following the release of the 2025 Eswatini Primary School Assessment (EPSA) results, regardless of their progress category.

Minister of Education and Training Owen Numalo said the early release of EPSA outcomes is intended to ease the transition from primary to secondary education, while protecting learners’ right to equal access to schooling under the Competency-Based Education (CBE) system.

The Minister explained that making the results available ahead of time allows parents and guardians sufficient opportunity to secure Grade 8 placements for their children, helping to reduce anxiety and improve planning for families and schools alike. He commended the Eswatini Council for Examinations and Assessment (ECESWA) for delivering the results on time despite the new reporting processes introduced under EPSA.

Crucially, the Minister reminded all head teachers that Ministry policy requires secondary schools to admit all qualifying learners without discrimination based on assessment categories. He stressed that EPSA is a diagnostic assessment rather than a pass-or-fail examination and must not be used as a barrier to progression.

“This approach promotes fairness and protects every learner’s right to education,” the Minister said, adding that schools should use assessment information to support learners instead of limiting their opportunities.

The Ministry noted that the combination of early results and inclusive admission policies strengthens confidence in the education system, supports smoother learner transitions and reinforces the goals of the CBE curriculum, which prioritises learner growth, targeted support and continuous learning.
