Africa-Press – Eswatini. The Incomati and Maputo Watercourse Commission (INMACOM) has received support of about E40 million for its operations.
The Incomati and Maputo Watercourse Commission (INMACOM) is a trans-boundary river basin institution established to serve the Kingdom of Eswatini, the Republic of Mozambique, and the Republic of South Africa.
This transpired on February 10, 2026 at the Royal Villas during a breakfast meeting where Executive Secretary Sindy Mthimkhulu made a presentation.
Explaining about the Dutch Intergrated Programme, she said the programme is guided by the core principles of Vitalizing, Unifying, Neighbourliness, Water Management, and Empowerment. (VUNWE).
“The programme is a four-year initiative generously supported by the Netherlands Embassy. It is funded with a total allocation of Euro 2 million (about E40 million). It is designed to enhance the institutional capacity of INMACOM and BUPUSACOM. The initiative aims to foster a unified and coordinated approach among Member States for future interventions. Through this programme, INMACOM intends to advance pending trans-boundary water management initiatives outlined in its 2023–2027 Strategic and Financial Sustainability Plan,” she said.
Their mandate is to strengthen co-operation among the parties, ensuring the protection, sustainable management, and equitable allocation of the shared water resources of the Incomati and Maputo basins. INMACOM was established in 2021, built on a legacy of collaboration that began with the Tripartite Permanent Technical Committee (TPTC) in 1983, reflecting a deepening commitment to regional water governance and joint stewardship
Their mission is ensuring sustainable trans-boundary water resources development management and utilization. Their vision is to be a leading trans-boundary water management institution that promotes sustainable, equitable management and protection of the shared water resources in the Incomati and Maputo Basins.
Promote Co-operation amongst member states: INMACOM ensures the sustainable sharing and protection of water resources in the Incomati and Maputo Basins. Support trans-boundary IWRM: Particular focus on practice and interventions focused on environmental and socio-economic benefits.
Knowledge and information sharing: Inform planning, management and decision-making processes of the Incomati and Maputo River Basins.
Capacity building & training: Develop the skills of key stakeholders.
Foster and promote research: Advancing the knowledge base of the Incomati and Maputo River Basins that enables improved management of the water resource.
Infrastructure Development: Promote sustainable water resource management and development of the Incomati and Maputo River Basins.
Member States Contributions annually – E10.8 Million
Co‐financing of Projects: More than USD$ 64 million committed by governments, partners, and stakeholders.
GEF investment: Over USD$ 7.1 million.
