Africa-Press – Eswatini. Minister of Finance Neal Rijkenberg has clarified why this year’s national budgeting process deviated from established procedures, describing the changes as part of an evolving and responsive governance system.
Delivering his submission in Parliament during the quarterly performance report for the Prime Minister’s Office before the House of Senate, Rijkenberg addressed concerns surrounding the adjustments—offering a detailed account of how and why the process unfolded differently.
A Necessary Shift in Process
Rijkenberg explained that while the country has a well-defined budgeting framework, this year introduced unique developments that altered the traditional flow.
One of the key changes was the early involvement of the Prime Minister, who requested a detailed briefing on the budget before it reached Cabinet. This engagement led to adjustments in allocations to accommodate emerging priorities.
Parliament Takes a More Active Role
In another significant development, the Finance Portfolio Committee of the House of Assembly took a more assertive role in shaping the budget.
Instead of following the usual process where recommendations are reviewed by Cabinet, Parliament debated and adopted the proposed changes directly, marking a historic moment in the country’s fiscal governance.
Focused on Impact, Not Cuts
Despite the procedural deviations, the Minister emphasized that the intent behind the changes remained firmly developmental.
Parliamentarians pushed for increased funding in key areas such as rural road infrastructure, job creation initiatives, and community-level development projects.
A System That Is Learning and Adapting
Rijkenberg framed the deviations as part of a broader institutional learning process, reflecting a system that is becoming more inclusive and responsive.
Commitment to Stability and Progress
The Minister reassured the Senate that the integrity of the budget process remains intact, with government continuing to meet constitutional timelines for approval and implementation.
Strengthening Governance Through Experience
By openly addressing the deviations and their causes, the Minister reinforced confidence in a system that is adapting to better serve the nation, placing transparency, collaboration, and development at the forefront.
