Thirteen Graduates Awarded Certificates in LEAPS Program

Africa-Press – Ghana. Thirteen young professionals have been awarded certificates after completing a six-month course under the Leadership Excellence in Africa’s Public Sector (LEAPS) programme.

The participants, forming the first cohort of the LEAPS initiative, completed modules in financial management, with the second cohort expected to graduate in April 2026.

Organised by the African Capacity Building Foundation (ACBF), the training focused on emerging issues in public financial management, budget transparency, crisis finance management, and personal leadership development.

The awards ceremony was held in Accra during a workshop on enhancing leadership and governance in public financial management, aimed at positioning young professionals to support Africa’s economic growth and stability.

Mr Abdrahamane Dicko, Director of Programme and Impact at ACBF, said the LEAPS programme was designed to equip Public Financial Management (PFM) practitioners with the skills required to drive reforms.

He noted that the programme, launched in 2024 across Ghana, Kenya, Senegal, Ivory Coast, and Zimbabwe, aligned with ACBF’s vision of investing in human capital for effective governance and empowering participants to address challenges in the PFM sector.

“When we launched the LEAPS programme a year ago, our ambition was clear: to develop a new generation of African public sector leaders capable of combining technical expertise, leadership, and public service ethics.

“Today, as we conclude the journey of the first cohort, we can proudly say that this ambition is becoming a reality,” he said.

Mr Dicko expressed appreciation to the Government of Ghana, through the Ministry of Finance, for its technical and logistical support towards the programme’s success.

Speaking on behalf of the Ministry, Mr Ebenezer Nortey, Chief Economics Officer and Head of the European Union, Europe and American Unit, said the initiative aligned with Ghana’s vision of building institutional capacity to deliver results to citizens.

He reaffirmed the Ministry’s commitment to advancing leadership excellence in the public sector, stating, “Creating strong, resilient and ethical leadership is critical for sustaining accountability and driving inclusive development.”

Mr Nortey said the Ministry would collaborate with ACBF to develop ethical leaders capable of transforming Ghana and Africa, through the promotion of good governance, transparency, and accountability.

He said that such efforts would enhance regional integration and global competitiveness of public institutions, while driving economic growth, job creation, poverty reduction, and delivering impactful services to citizens.
