Africa-Press – Ghana. The Atwima Nwabiagya South Municipal Assembly in the Ashanti Region, has issued a six-month moratorium to house owners in the municipality to provide domestic toilet facilities or face prosecution.
The byelaws of the Assembly as well as other legal instruments in the country would be applied against house owners, who may flout the moratorium.
A notice signed by Mr Wisdom Osei Boamah, Chief Executive of the assembly and made available to the Ghana News Agency, said the moratorium was passed at the second ordinary meeting of the general Assembly on Thursday, October 23, 2025.
The moratorium, which mandated house owners to provide the adequate toilet facilities between February 01 and July 01, 2026, was in line with section six clause two (a) of the Assembly’s byelaws and the National Building, Land Use and Spatial Planning Regulations.
It was also supported by The Local Governance Act 2016 (Act 936), which requires the provision of at least one functioning and accessible domestic toilet facility that can sustain and promote good health and well-being of residents.
Those Legislative Instruments additionally, require house owners to obtain the necessary permit and approval from the Municipal Assembly before any construction or renovation work could be done and with periodic inspections of the Assembly to ensure compliance.
The decision was therefore taken to enforce the rules and ensure their appropriate execution in the area, to secure the environmental sanitation and safety of the people.
“The Assembly is committed to prioritising public health and safety and therefore, works towards the attainment of the sustainable development goal six on clean water and sanitation
to promote good health and the prevention of epidemics in the Municipality,” the notice concluded.
