Africa-Press – Ghana. Every April, the Ghana Revenue Authority (GRA) places taxation at the centre of national dialogue through its observance of Tax and Good Governance Month.

But while attention often focuses on policies, penalties, and payment platforms, a quieter force is at work — one that is just as powerful in shaping outcomes: communication and public relations.

How do you get a nation of individuals and businesses to willingly fulfil their tax obligations?The answer lies not just in legislation, but in listening, storytelling, and trust-building; these are the cornerstones of effective PR.This year’s theme, “Transforming for impact and growth, accelerating domestic revenue mobilisation through effective compliance,” highlights the strategic role of PR.

In an era where trust in institutions is as valuable as revenue, the GRA’s ability to engage, educate, and empower citizens through strategic communication makes the difference between resistance and compliance.

The strategic role of PR in Tax Engagement

Effective taxation is not merely a technical function; it is a social contract. For this contract to be honoured, communication must be clear, inclusive, consistent, and persuasive.

This is where PR steps in as a bridge between the institution and the public. PR professionals help shape perception, influence behaviour, and ensure mutual understanding — all critical components in driving tax compliance.

During Tax and Good Governance Month, PR takes on a catalytic role in the GRA’s strategy to: Raise awareness about the importance of taxation to national development; Educate citizens on how to file taxes, especially online; Clarify taxpayer rights and responsibilities; Counter misinformation and build public trust; and Drive urgency around deadlines to avoid penalties.

Communicating for Compliance: A PR Imperative

This year’s focus on online filing of personal income tax returns reflects GRA’s digital-forward strategy — fast, easy, and convenient filing from anywhere.

Yet, introducing change, even for good, often faces inertia.

Here, PR becomes the enabler of behavioural change. Interactive communication — webinars, live Q&As, media engagements, and explainer videos — has allowed the GRA to demystify the tax filing process.

The authority’s active presence across platforms like WhatsApp, X, TikTok, YouTube, and Instagram is a deliberate PR move to meet taxpayers where they are.

Through storytelling and testimonials, the GRA is humanising its work, making taxation feel less like a civic burden and more like a patriotic contribution.

“Your taxes build the roads you drive on, power your hospitals, and educate future leaders.

” Such narratives emotionally connect duty to benefit.

Building Trust Through Transparency

The theme this month emphasises good governance, a pillar that cannot stand without public confidence. PR is central in reinforcing GRA’s core values — Integrity. Fairness, Responsiveness, Teamwork and Service.

These aren’t just words; they’re promises. And each time GRA communicates with openness, clarity, and empathy, it reinforces those promises. Whether through press briefings, social media updates, or community engagement campaigns, PR ensures that the taxpayer’s voice is heard, respected, and responded to.

This creates a two-way communication loop essential to a functioning democracy.

PR as a Revenue Mobilisation Partner

The GRA’s mission to accelerate domestic revenue through effective compliance is commendable, but it cannot succeed without a strong communication backbone.

As the April 30th deadline approaches, the urgency to file returns must be matched with proactive PR messaging – consistent countdowns, SMS alerts, influencer-led reminders, and call-centre support. This transforms apathy into action, confusion into clarity, and suspicion into trust.

As we observe tax and good Governance Month, let us also recognise and elevate the role of PR in nation-building.

Behind every tax policy, there must be a compelling story that prompts timely and responsible action. And it’s the PR professional who tells it.
