Wilfred Osei Kwaku Palmer
Last Friday the vetting commitee of the Ghana Football Association came out with the list of candidates who have qualified after passing through the vetting process.
Conspicously missing from the list of qualified candidates was owner and bank roller of Tema Youth Wilfred Osei Kwaku Palmer.
His team are expected to begin thir appeal process for the reversal of the decision which also includes filing for a stay of execution.
They have also given the Normalization Committee and its election committe to come out with a definite decision by Friday 11th October else they head to the Court of Arbitration for Sports (CAS).
Spokesperson for the #P4P team Ebo Appiah beleives his client has been handed a raw deal and expect the vetting committe to reverse their decision.
“If you follow our statement we also sent a letter a copy of the letter that was sent to him it talks about breaching of a particular article and that of the ethics committe
“Per the laws of natural justice how do you crucify somebody two times? An issue happens he goess before the ethics committee and he is asked to apologze and he does so.”
“How do you bring that up? or was he supposed to apologize every year? If the ethics committee felt his conduct was inappropriate and that he be given a stiffer punishment they would have removed him from the executive committte all they said was that comments from somebody at that level was inappropriate so should apologize and he did so in wrting” he said
Reasons for Disqualification
1. Breach of Article 33(5)(c) of the GFA General Regulations
With the above reason, the rule states that “Ten (10) percent of all training and transfer fees in respect of
external transfers, shall be paid into a Football Development Fund”. Where five percent will go the GFA and the other five will be paid to the Ghana League Club Association (GHALCA). If it’s of juvenile transfer then the five percent will be paid by GHALCA to the National Juvenile Committee.
2. The decision of the Ethics Committee dated 13th December 2017
Palmer in 2018 was told to retract a statement he made after the Black Stars failed to qualify for the 2018 World Cup.
The former Vice Chairman of the Black Stars attributed Ghana’s inability to qualify to not paying unclassified indemnity to referees in an interview with Citi Fm .
“I was quite surprised that Ghanaians and the media sided with former Sports Minister Nii Lante Vanderpuye [about not budgeting for indemnities] when the government white paper on the Dzamefe Commission report clearly indicated that unclassified payments were legal in the concept of our budget.”
“If we had spent around $300,000 dollars [on referees] and stood to benefit about $8 million [by appearing at the World Cup], I see nothing wrong with it,” he added
The Ethics Committee of the GFA reacted to the issues by ordering Osei Palmer to withdraw his statement.
“I have received the letter from the ethics committee and I am ready to comply with the decision of the committee.- Palmer confirmed receiving a statement from the ethics committee on Accra based Peace Fm
“They are my colleagues and they also accept their mistakes during our meetings so there is nothing wrong with what they are asking me to do. I know that if I don’t this I will lose my job,” he added.
