Africa-Press – Ghana. The former New Patriotic Party (NPP) government has come under scrutiny over the One District, One Factory (1D1F) program, with some Members of Parliament (MPs) alleging abuse of incentives.
In response, Mr. Micheal Okyere Baafi, the Ranking Member on the Trade and Industry Committee of Parliament, explained the programme’s details, emphasizing its two-tier system, standardized incentives, and thorough vetting process.
“The programme is a two-tier system (greenfield and brownfield businesses). Government’s role is facilitation, and incentives are standardized,” he said.
Addressing a section of the media in Parliament House, Accra, on Friday, Mr. Okyere Baafi said, “We go through rigorous procedures, inspections, studies, hiring consultants, and reviewing financials to ensure businesses are profitable and viable.”
“1D1F doesn’t mean only one business per district. Multiple businesses can operate in a district and still be part of the initiative. The goal is to have at least one factory or business in each district,” he added.
The Ranking Member highlighted the importance of incentives for industrialization and economic growth, stating that “incentives are essential for industrialization and economic growth.”
He also emphasized that the programme was designed to facilitate private sector-led growth, with the government’s role limited to facilitation.
According to Mr. Okyere Baafi, also the NPP MP for New Juaben South, “there is no evidence” to support allegations of abuse, and the programme’s procedures were in place to ensure its effectiveness.
The 1D1F programme by the previous NPP government aimed to promote industrialization and economic growth by encouraging businesses to set up in each district.
He clarified that “the goal was to have at least one factory or business in each district” and that multiple businesses could operate in a district and still be part of the initiative.
