Africa-Press – Ghana. The Speaker of Parliament, Alban Bagbin, has called for reform, innovation, and integrity within Ghana’s legislative arm, emphasising the need for decentralisation to bring Parliament closer to the people.
Mr Bagbin highlighted the importance of transparency, accountability, and adherence to parliamentary procedures as pillars of a thriving democracy.
Mr Bagbin made the call virtually via Zoom during the launch of the maiden Practice and Procedure Week 2025 at Parliament House on Monday.
The week-long event, themed: “Strengthening Ghana’s Parliamentary Democracy: The Role of Practice and Procedure,” seeks to spotlight the foundational role of rules and processes in legislative governance.
“Through procedure, we transform competing political ideas into coherent, legitimate and lawful decisions,” Mr Bagbin stated. “When procedure is respected, Parliament becomes a temple of order, peace, dignity, might and majesty. But when it is ignored or undermined, disorder, chaos and confusion prevail.”
Mr Bagbin cautioned that neglecting parliamentary procedures would weaken the authority and relevance of Parliament, stressing that practice and procedure were the lifeblood of parliamentary democracy and must be upheld at all times.
In his remarks, Mr Ebenezer Ahumah Djietror, Clerk to Parliament, echoed the Speaker’s sentiments, urging parliamentary service staff to maintain professionalism, ethical conduct, and non-partisanship in their duties.
The launch drew participation from Members of Parliament, former MPs, parliamentary clerks, and representatives from civil society organisations.
The week’s activities will include seminars, roundtable discussions, fun games, and a health walk, all aimed at fostering a deeper understanding and appreciation of parliamentary processes.
As Ghana continues to strengthen its democratic institutions, the Practice and Procedure Week serves as a timely reminder of the enduring value of structure, integrity, and public engagement in legislative work.
