Africa-Press – Ghana. The Volta Regional House of Chiefs has voted to disapprove the recognition of Torgbui Samlafo IV as the Paramount Chief of Atseame in the Avenor Traditional Area.
This followed the submission of his Chieftaincy Declaration Form to the general membership of the House.
At its meeting at Ho on Thursday, September 4, 2025, a total of 33 members of the House, voted against the approval, two voted in favour, with 15 abstaining, while six were absent.
The declaration form, which had secured the approval of the Research and Standing Committees of the Volta Region House of Chiefs, had listed Torgbui Samlafo as Paramount Chief of Atseame and sought the endorsement of the Regional House as part of the processes to formally admit him as a member.
However, during deliberations, Togbe Dorglo Anumah VI, the Paramount Chief of the Avenor Traditional Area, raised strong objections to the approval.
Remarks of Togbe Tepre Hodo IV, the President of the Volta Region House of Chiefs, on the matter sparked extensive debate among members.
After the discussions, the House proceeded to vote, ultimately rejecting the approval of the Chieftaincy Declaration (CD) form of Torgbui Samlafo.
The House is now expected to officially communicate its decision of disapproval to the National House of Chiefs.
The Ghana News Agency (GNA) later gathered that, hitherto, an application had been submitted to the National House of Chiefs seeking to elevate Torgbui Samlafo to the status of a Paramount Chief.
The National House, in a process handled with much haste, subsequently approved the application and communicated its decision of the elevation of the Samlafo stool to the status of Paramountcy to the Volta Regional House of Chiefs and asked for updates on the matter.
The form, after securing approval from both the Research Committee and the Standing Committee of the Regional House, was later rejected by the full House following a vote.
In an interview with the GNA, Togbe Anumah, said the question of the legitimacy of the elevation of Torgbui Samlafo was asked and answered in the single resolution passed by the members of the Volta Region House of Chiefs.
He explained that Atseame was one of the13 clans within the Avenor Traditional Area, stressing that “there is no such thing as a clan chief in the Avenor Traditional area.”
He said Torgbui Samlafo and his supporters were attempting to carve out the Atseame clan from the Avenor Traditional Area and appealed to the National House of Chiefs to reverse the elevation of Torgbui Samlafo.
