Africa-Press – Kenya. National Treasury Cabinet Secretary Njuguna Ndung’u has been reprimanded for allegedly leaving out Lagdera Constituency during the recently concluded recruitment of Revenue Service Assistants by the Kenya Revenue Authority.

Lagdera MP Abdikadir Mohamed, while making a statement on the floor of the House, said Ndung’u presented an erroneous report to Parliament on the recruitment exercise.

On September 27, 2023, the Cabinet Secretary for the National Treasury appeared before the House to answer various questions among them the recruitment of 1,406 Revenue Service Assistants by KRA.

“While responding to the question, the Cabinet Secretary was on record that the recruitment drive was conducted on merit and considered regional balance,” Mohamed noted.

The Cabinet Secretary tabled a report with details of applicants and the distribution per constituency.

“The report tabled by the Cabinet Secretary indicated that there was no candidate from Lagdera Constituency yet seven applicants from the constituency were shortlisted and attended the interviews,” Mohammed said.

The MP listed the names of the candidates who were shortlisted and interviewed but left out.

“Mr Speaker, the erroneous report by the Cabinet Secretary indicated there was no candidate from Lagdera Constituency, yet the specified candidates attended the interview thanks to a deliberate affront to Articles 27(4) and 232 (i)(ii) of the Constitution on equality and freedom from discrimination and the right to equal opportunity for appointments to positions in the public service,” the MP stated.

Mohammed called on the Government, through the Ministry of National Treasury and Economic Planning, to establish facts about the candidature of the specified applicants.

He said KRA should consider them on the basis of inclusivity, the need for regional balance and equal opportunity for all.

After the recruitment, it emerged that Kalenjins formed the majority of Kenya Revenue Authority’s June 2023 recruitment of Revenue Service Assistants.

Submissions by KRA to the National Assembly’s Committee on National Cohesion and Equal Opportunity showed the Kalenjin community comprised 403 of the 1,406 RSA that were recruited.

They were followed by Kikuyu (385), Luhya (134), Luo (76), Kenyan Somali (71), Kamba (64) and Meru (55).

Others were Kisii (43), Maasai (42), Embu (18), Borana (12), Teso (12), Mijikenda (11) and Turkana (11).
