Africa-Press – Kenya. Thirdway Alliance party leader Ekuru Aukot has called out President William Ruto’s intention to retain the CAS position.
He claimed the positions would have been dished out to the President’s allies as ‘political rewards’.
“It’s obvious out here that the CAS positions are a political reward to your friends. If so, how do you intend to reward the 7.2 million Kenyans who voted for you? Not every Kenyan can get a job in government,” he stated.
Aukot, instead, challenged Ruto to form a lean government that will work for all the 50 million Kenyans and avoid rewarding individuals with government jobs, a path he said would be in the wrong direction.
“By having a lean government for all 50 million Kenyans, that is also the reward you can give the 7.2 million who voted for you,” Aukot said.
The Chief Administrative Secretary post was created by former President Uhuru Kenyatta in 2018 in a process that the court later declared unconstitutional due to among other things, lack of public participation.
The Labour court on Wednesday suspended the process of establishing the office of Chief Administrative Secretary (CAS) in the public service.
Employment and Labour Court Judge Monica Mbaru granted the order following an application by the Law Society of Kenya.
She directed the public service commission and the attorney general to be served with the application by LSK before October 14, 2022 when the the court will give its directions on the matter.
LSK argues in its petition that lack of clarity on the intended office of the CAS denies the public the opportunity to make comments on the possibility of the duplicity of roles between the principal secretary and the CAS.
LSK says any duplicity would lead to the wastage of public funds in wages and attendant expenses.
Last month, the Public Service Commission (PSC) invited members of the public to submit their views on the proposed establishment of the positions but in accordance with the provisions of Article 132(4)(a) of the Constitution.
“The President has proposed to establish the offices of Chief Administrative Secretary which will be offices in the public service and will be under the direction of Cabinet Secretaries,” PSC chairperson Anthony Muchiri said.
