Devolution is the real bottom-up economic model - Wamalwa

Africa-Press – Kenya. Outgoing Defence Cabinet Secretary Eugene Wamalwa wants the new administration to reconsider its decision of excluding the Ministry of Devolution when a new Cabinet was unveiled on Tuesday.

Speaking to the media on Friday, Wamalwa said devolution is important in the country as it supports county governments relations.

“As you know in the new structure we do not have the ministry of devolution, I want to tell the new administration because it is a bottom-up administration that the real bottom-up is devolution.”

“When we take resources down to the bottom, when we strengthen these counties, we can turn them into engines of the social economy of our country,” he said.

Wamalwa urged President William Ruto to strengthen devolution, and give more support and resources to the counties so that they can transform the country.

He further said devolution has transformed in a very fundamental way in counties and the country during his tenure.

After Ruto proposed his CSs, Wamalwa questioned the fate of the devolution ministry.

The ministry was working independently since 2013 but when Ruto unveiled his Cabinet, he did not include the name of a Cabinet secretary attached to the office.

The move left Wamalwa questioning whether the docket was still in existence.

“I am at a loss as to what happens to Devolution, is it an oversight or it is not a priority to this administration?” he asked.

The Ministry of Devolution is responsible for supporting County Governments through policy formulation, capacity support and intergovernmental relations.
