ICT expert rules out multiple voting in Wajir governor polls

Africa-Press – Kenya. An ICT expert from the IEBC has ruled out incidences of multiple voting in Wajir county gubernatorial elections. Martin Wachira Nyaga told Justice George Dulu that multiple voting is impossible because the electronic devices used by IEBC keep a record of those who have voted.

He said the election at the county was done in strict compliance with the law and there is no cause for alarm following an analysis of the data. The witness was giving his evidence in relation to a case filed by Hassan Mohamed who is challenging the win of Wajir Governor Ahmed Abdullahi.

Hassan wants the court to nullify Abdullahi’s win citing cases of exaggeration of voter turnouts, irregular and unlawful assisted voting among other issues. He says Abdullahi was not validly elected.

Another witness, Kamau Mathew addressed the court with respect to complaints of tallying errors and accuracy of Form 37A. Gubernatorial results at polling stations are filled in Form 37A.

Kamau who was gazetted as the returning officer in Wajir North said it’s impossible to tell when alterations have been made without the forms being countersigned by the respective presiding officers.

He said it’s a requirement that the forms should be signed. The issue came about when Hassan’s Advocate Issa Mansour said a portion of his results were changed yet the forms were not countersigned.

“The presiding officers could have forgotten to counter-sign the forms owing to the conditions they were working in,” the witness said.

Asked whether there is a way to authenticate ownership of the forms, the witness said “there are security features when looking at the original forms. The agents sign them but the agents not signing doesn’t invalidate the results.” The question was posed to him by IEBC advocate Mahat Somane.
