Africa-Press – Lesotho. Lesotho Communications Authority (LCA) announced on Wednesday that it has amended its regulations to allow more mobile networks into the local mobile communications industry.

According to LCA this move will enliven fair competition, economic growth in the country and prosperity. Speaking at the press conference LCA Chief Executive Officer (CEO) Adv.

‘Mamarame Matela said the authority conducted the LCA rules amendment on 30th October where

amendment rules removes past requirements for application invitation and introduces a first come first serve policy on all licences application. She added that the amendment

allows any prospective applicant to submit an application that meets the prescribed requirements together with payment of application fees to obtain a

unified licence to operate in the country. Matela explained that since its establishment in 2000, the Authority operated a licencing regime that maintained a closed market for unified licences, which allowed only two unified

licences within the market and limited the free entry of other competitors unless invited by the Authority. She said as they commemorate 20 years of existence and chart the way forward into the next 20 years,

marked by a digitally empowered nation, the Authority therefore invites Basotho to take advantage of the opportunity presented by the Kingdom of Lesotho to

stimulate fair competition, economic growth and prosperity. LCA Licencing Manager Tankiso Mohobo outlined a few requirements when applying for the licence.

“Well financial capability will have to be provided as well as the technical capability for an applicant”. “Applications are opened for all Basotho and

foreigners (International) provided they have a legitimate business registered in Lesotho,” he stated. Mohobo further stated that the licence will be given

after 90 days or more for the collection of additional information from the applicant and that might take long to compile. He stated applications should be

returned with a business proposal. LCA Chief Economic Affairs Officer Nozaba Sopeng stated that applicants will be asked to hand back licences if they go beyond two years without operating.
