New IFAB rules could reshape VAR and penalty kicks

Africa-Press – Lesotho. The International Football Association Board (IFAB) is studying three proposed rule changes that could impact the future of football, according to The Times.

Two of them relate to VAR: one would allow video assistants to overturn an incorrectly awarded corner, and the other could let VAR cancel a second yellow card in specific cases. But the most radical idea involves a major change to how penalties work.

Under the new proposal, if a player misses a penalty—whether it’s saved or hits the post—the play would end immediately. No rebounds, no second chances for teammates to score. This would make penalties more like shootouts, placing all the pressure on the taker.

These proposals are still in the early stages. They must be formally submitted at IFAB’s meeting in November before potentially being approved in March 2026. If adopted, they would take effect on June 1, just ahead of the 2026 World Cup.
