Several construction firms operating in Bong County are calling on Superintendent Hawa Norris and the county leadership to urgently settle outstanding payments for ongoing and completed infrastructure projects, warning that continued delays —especially with the rainy season approaching — risk stalling critical development work.

At least ten companies, originally contracted under former President George Weah’s administration and re-engaged by the current county leadership, have reportedly not received payments for projects either completed or currently in progress. Among them are JEAMCCO Inc., Global Group of Companies, and Korla and Sons.

JEAMCCO Inc., one of the major contractors, says it successfully completed the Superintendent’s compound in Gbarnga — a project initiated under the Weah government and praised by both the current administration and the Bong Legislative Caucus for its quality. However, the firm says it has not been fully compensated for that project or for four others in District One, which include two elementary schools, a clinic, and a commissioner’s compound.

According to JEAMCCO’s CEO Mr. Jefferson Dennis Jr., the total value of the four projects was US$262,480, but the company received only US$60,000 after prefinancing all initial work. Dennis says the lack of funding — not nonperformance — is what stalled the projects, adding that the previous county administration failed to meet its contractual commitments.

He noted that the commissioner’s compound project was delayed due to the previous administration’s failure to identify a construction site. The US$15,000 allocated for that project was redirected — on the instructions of the Project Management Committee — to support progress on the other three.

JEAMCCO also responded to claims made in the 2018/2019 General Auditing Commission (GAC) report, which listed the company among those cited for project delays or incompletion under the County Social Development Fund. The company described those claims as misleading and damaging, asserting that all delays stemmed from administrative and financial failings—not contractor negligence.

“These projects came to a standstill solely due to lack of funding, which the former administration was fully aware of,” JEAMCCO stated.

The firm is now appealing to the Bong Legislative Caucus, led by Senator Prince Moye, and the County Council, chaired by Aaron Sackie Fenlah, to honor the original agreements and facilitate payment for completed work. JEAMCCO is also requesting a renewal of existing project contracts to allow for their completion.

With heavy rains expected soon, the contractors warn that delays in payment will further complicate implementation, worsening infrastructure gaps in the county.
