Africa-Press – Liberia. The Government of Liberia, through the Ministry of Finance and Development Planning (MFDP) and with the backing of the African Development Bank (AfDB), officially launched two significant projects: the Institutional Support for Enhanced Domestic Revenue Mobilization and Reform Implementation Project (ISEDRMP) and the Debt and Ownership Transparency Assistance Project (DOT-TAP).

The initiatives are said to be critical steps in advancing the nation’s growth agenda and ensuring sustainable development.

The journey to launching these projects began in February 2024 with the reconfirmation of Liberia’s Indicative Operation Program for ADF 16, as endorsed by then-Minister of Finance and Development Planning, Boima Kamara.

This reaffirmation signaled Liberia’s commitment to fiscal reforms and mobilizing domestic resources. In May and June 2024, two key AfDB missions further refined the intervention areas for these projects, setting the stage for their formalization.

The AfDB Board granted approval for ISEDRMP on December 6, 2024, followed by the signing of the Loan Agreement on December 23, 2024, by the current Minister of Finance and Development Planning, Augustine Kpehe Ngafuan. Recognizing the projects’ strategic value, President Joseph Nyumah Boakai presented the financing agreements to the National Legislature on February 12, 2025. After months of deliberation, the Legislature ratified the project on December 4, 2025, and it was approved by the President on December 10, 2025, before being officially published.

The ISEDRMP was initially scheduled to run from February 1, 2025, to April 29, 2029, a four-year period meant to drive significant reform. However, one year of implementation time has already been lost, raising the urgency for rapid action.

Both ISEDRMP and DOT-TAP are designed to fill critical institutional gaps and enhance the government’s reform agenda under the ARREST Agenda for Inclusive Development (AAID).

Finance Minister Augustine K. Ngafuan described the launch as a historic milestone, emphasizing the importance of swift execution.

He noted, “We continue to ask for speed because when we attach speed to our work, the government will succeed, and when the government succeeds, the lives of the citizens will change, then the bread-and-butter issue will be solved. This project we are launching here today will help our sector ministries and agencies increase their budgets, among other things.”

Both projects are funded by the AfDB and will be implemented by the Ministry of Finance and Development Planning in partnership with several beneficiary institutions. The primary objective is to improve Liberia’s capacity to mobilize domestic revenue, strengthen compliance mechanisms, and enhance transparency regarding debt and ownership, key measures to support sound fiscal management and governance.

ISEDRMP, financed through an AfDB loan, focuses specifically on building the country’s capacity to raise more domestic revenue and implement critical fiscal and tax reforms. The project encompasses two core components and five subcomponents, structured to fortify Liberia’s public finance ecosystem.

There are 14 main Ministries, Agencies, and Commissions (MACs) benefiting from the project are: Ministry of Finance and Development Planning (MFDP), Ministry of Gender, Children and Social Protection (MGCSP), Environmental Protection Agency (EPA), Liberia Revenue Authority (LRA), Liberia National Police (LNP), Liberia Drug Enforcement Agency (LDEA), Financial Intelligence Agency (FIA), Ministry of Mines and Energy (MME), Liberia Extractive Industries Transparency Initiative (LEITI), Liberia Anti-Corruption Commission (LACC), The Judiciary, Ministry of Labour (MoL) and Liberia Immigration Service (LIS).

The launch of ISEDRMP and DOT-TAP represents a significant leap forward in Liberia’s pursuit of fiscal and institutional reform. By supporting key government agencies and strengthening revenue mobilization, these projects aim to enhance service delivery, increase agency budgets, and address longstanding “bread-and-butter” issues affecting everyday Liberians.

In addition to boosting domestic resource mobilization, the focus on debt and transparency of ownership is expected to build public trust and attract further investment, thereby laying a strong foundation for sustainable economic growth under the ARREST Agenda for Inclusive Development.
