Africa-Press – Liberia. President Joseph Nyuma Boakai, Sr., on Friday welcomed senior executives of TotalEnergies to Liberia as the company prepares to commence offshore petroleum exploration activities in the Liberia Basin.
This engagement follows the successful conclusion of the first Joint Operations Committee (JOC) meeting between the Liberia Petroleum Regulatory Authority (LPRA) and TotalEnergies EP Liberia for blocks LB-06, LB-11, LB-17, and LB-29. The JOC serves as the principal governance platform overseeing the implementation of Production Sharing Contracts (PSCs), ensuring regulatory compliance and strengthening coordination.
President Boakai reaffirmed the Government of Liberia’s commitment to a stable and predictable investment environment, emphasizing that offshore exploration will be conducted in line with national development priorities. “Liberia is open for credible investments, and we are committed to strong institutions, clear rules, and partnerships that support sustainable economic growth for our people,” President Boakai said.
TotalEnergies EP Liberia (TEEPLIB) Managing Director, Isabelle DALSACE, reaffirmed the company’s commitment to conducting all activities in line with international best practices, with particular emphasis on safety, environmental protection, and operational excellence. The company outlined its proposed 2026 work program, including offshore geochemical surveys, 3D seismic acquisition, and high-resolution seabed mapping.
LPRA Director General, Marilyn T. Logan, highlighted the importance of strict adherence to regulatory reporting requirements and local content provisions to maximize national benefits and support capacity development for Liberians. “This engagement reflects the progress Liberia has made in strengthening petroleum sector governance and re-establishing itself as a credible frontier exploration destination,” Logan said.
The meeting brought together senior officials from LPRA, TotalEnergies, the Ministry of Mines and Energy, the Ministry of Finance and Development Planning, and the National Oil Company of Liberia, underscoring a whole-of-government approach to supporting responsible offshore exploration.
The Government of Liberia and TotalEnergies reaffirmed their shared commitment to continued collaboration, open communication, and the safe, transparent advancement of Liberia’s offshore energy potential.
