Liberia’s Governance Commission (GC) is advancing efforts to improve service delivery at the Liberia Special Economic Zone Authority (LSEZA) through a comprehensive review and reform of its internal organizational structure. This initiative aims to modernize LSEZA’s organogram, ensuring the institution is well-equipped to drive economic growth and attract foreign investment.
The review process focuses on tightening internal controls and professionalizing administrative frameworks, with updates to key documents such as the Human Resource Manual, Financial and Procurement Manuals, and Asset Management Policy. These reforms are designed to strengthen transparency, fiscal accountability, and oversight of institutional resources.
The GC’s Public Sector Reform Mandate Area is spearheading the initiative. Commissioner Sianeh Sackie Juah emphasized the importance of aligning national institutions with international best practices, noting that LSEZA—established in 2017—plays a crucial role in diversifying Liberia’s economy and creating jobs through regulated industrial zones.
A technical session, part of the GC’s Mandate and Function Review (MFR), was held on Tuesday, February 10, 2026, at LSEZA headquarters in Congo Town. Mr. Danroy Dickson praised LSEZA’s leadership for their proactive approach and called on other government entities and state-owned enterprises to collaborate with the Governance Commission in developing policies that meet global standards.
The LSEZA team, led by Director of Administration Hattie Wareh Hundin, included key departmental heads such as HR Manager Joseph Blango, Policy Director Stan H. Peabody, and Procurement Director Joseph Bango.
LSEZA, created under the 2017 Special Economic Zones Act, remains integral to Liberia’s development agenda, offering tax incentives and streamlining business operations to foster industrial growth.
During the launch of the review process, Commissioner Juah described the partnership as a step in the right direction and reaffirmed the GC’s commitment to fulfilling its responsibilities.
Internal reviews will continue between the GC and LSEZA technical teams, culminating in a final validation session by management to formalize the new organizational structure and ensure all policies align with best practices.
