Monrovia, April 22, 2026: The Civil Service Agency (CSA) has mandated that all government employees sign a Non-Disclosure Agreement (NDA) as part of efforts to strengthen confidentiality in the public sector.
Under the new directive, civil servants are required to sign and return the NDA to their Human Resource Directors between May 1 and June 2, 2026, and to submit copies to the CSA for verification.
Speaking Tuesday at the Ministry of Information in Monrovia, CSA Director General Josiah Joekai announced that the process has already been rolled out to all ministries, agencies, and commissions.
He warned that employees who fail to comply within fifteen days after the deadline will be blocked and removed from the government payroll.
Joekai described the move as a standard practice, noting that NDAs are commonly used both locally and internationally to protect sensitive information.
The CSA further stated that the policy is in line with the Code of Conduct and the Civil Service Human Resource Policy Manual, particularly Section 59, which requires public servants to maintain confidentiality.
The agency clarified that the measure does not violate the Whistleblower Act but is intended to reinforce discipline and integrity across government institutions.
Joekai also mentioned that the agency is partnering with the Whistleblower Agency and has spoken with the Independent Information Commission. He added that teams will be dispatched later this week to enforce the NDA policy.
