LINCA Unveils Five-Year Plan to Eradicate Illicit Arms

Africa-Press – Liberia. The Liberia National Commission on Arms (LINCA) has officially unveiled a comprehensive five-year strategic plan to make Liberia safer and more secure by eradicating illicit weapons held by non-state actors.

The launch event, held on Thursday, February 12, 2026, at the Corina Hotel in Monrovia, brought together a diverse group of stakeholders. LINCA Chairman James Fromayan highlighted that the fight against illicit arms requires collaborative efforts from civil society organizations, state security agencies, community leaders, and the media.

Chairman Fromayan pointed out that since the end of Liberia’s civil war, there has not been a complete search for illegal weapons, underscoring a persistent security risk. He warned that illicit arms in the hands of non-state actors threaten national security, fuel gender-based violence, and bring hardship to ordinary citizens.

Representing National Security Advisor Samuel Kofi Woods, consultant Thomas Du outlined the plan’s five key pillars: civilian arms registration, responsible gun ownership, tighter border controls, and modernization of state security armories. These initiatives are designed to stem the flow of illicit weapons and ensure accountable arms management.

Civil Service Agency Director General Josiah Joekai pledged the agency’s full cooperation, noting that the estimated 60,000 government employees could help raise awareness in their communities about LINCA’s mission and the dangers of illegal arms.

Professor Alaric Togbah, Acting Chairman of the Governance Commission, described the presence of illicit arms among non-state actors as a direct threat to peace, security, and democracy.

Assistant Defense Minister Allen Charleson, on behalf of the Ministry of National Defense, committed to supporting efforts to remove illegal weapons from non-state actors.

The National Legislature, represented by officials from both the Senate and House Committees on National Security, voiced strong support for LINCA’s work.

The event was attended by representatives from security institutions and international partners, underscoring the shared commitment to building a peaceful and secure Liberia.
