Africa-Press – Liberia. The National Oil Company of Liberia (NOCAL) has signed a landmark Government-to-Government Memorandum of Understanding (MoU) with Ghana’s BOST (Bulk Oil and Storage Terminal) Energies Limited.

The agreement symbolizes a significant step toward a robust corporate partnership between Liberia and Ghana, aimed at fostering new opportunities and strengthening collaboration between the two West African nations.

The partnership allows NOCAL to leverage BOST Energies Limited’s extensive experience in fuel storage, supply management, and distribution systems.

The scope of the collaboration includes developing strategic fuel reserves, logistics planning, implementing quality and safety standards, and providing technical support. BOST Energies Limited, a rebranded and expanded entity formerly known as BOST, is Ghana’s state-owned company responsible for managing the country’s strategic fuel reserves and operating a nationwide network of depots, pipelines, and storage facilities.

BOST Energies has aligned its operations with Ghana’s broader energy-transition objectives, playing a critical role in national fuel security and supporting efficient downstream petroleum operations.

The company is recognized for its excellence in fuel logistics, quality control, and reserve management, which will greatly benefit NOCAL as it seeks to modernize its own operations.

As part of the strategic partnership, BOST Energies Limited will provide NOCAL with training and technical support to prepare staff for downstream petroleum operations.

The company will also guide NOCAL through the authorizing and compliance processes required for petroleum importation and offer crucial inputs to help build a reliable and efficient national oil and gas sector in Liberia.

The signing of this MoU not only strengthens the relationship between NOCAL and BOST Energies Limited but also paves the way for future commercial agreements and deeper government-to-government cooperation.

This partnership is part of NOCAL’s broader strategy to enhance international collaborations, following the recent establishment of stronger technical and governmental ties with countries such as Ghana, Morocco, and Nigeria.

These collaborative efforts are designed to boost Liberia’s credibility in the global petroleum industry, align its governance with international standards, encourage regional knowledge sharing, and create new opportunities for joint training and capacity building.
