Africa-Press – Malawi. Minister of Finance, Joseph Mwanamvekha, has said the government will investigate how funds allocated to State Residence and the Office of the President and Cabinet (OPC) have been used.
This follows revelations in the mid-year budget review showing that some departments and offices have already utilised more than half of their allocated budgets before the mid-year mark.
Speaking to journalists after the budget presentation, Mwanamvekha said it is surprising that the Office of the President and Cabinet has already exhausted all its allocated funds before the review.
“We will surely audit how the funds have been utilised, especially in cases where there are clear indications of suspected criminal activity,” Mwanamvekha said.
He said some of the institutions to be audited include Salima Sugar Company, the National Economic Empowerment Fund Loans board, and the Green Belt Authority.
During the budget presentation, Mwanamvekha said several ministries, departments and agencies significantly contributed to the overrun on wages and salaries as at 30th September 2025. These include district councils, the Malawi Defence Force, the Ministry of Health, the Ministry of Education and the Malawi Police Service.
“Under this budget line, the votes that largely contributed to the overrun are as follows: State Residences over 100 percent; Office of the President and Cabinet 100 percent; Office of the Vice President 94 percent; Ministry of Lands 94 percent; and the National Registration Bureau 81 percent,” Mwanamvekha said.
Commenting on the presented budget Leader of the House Jappie Mhango said the economy is in bad shape and the government will make sure that the economy gets back on track.
“Just like what the president has been saying that we need to work on the economy, the statement has given Malawians a clear picture of the situation now, “Mhango said.
The total expenditure is projected at K4.169 trillion for the second half broken down as K3.161 trillion recurrent expenditures and K1.008 trillion as development expenditure.
