The Representative of the Organisation internationale de la Francophonie (OIF) for the Indian Ocean region, Ambassador Léonard-Émile Ognimba, paid a courtesy call on the Vice-Prime Minister (VPM), Minister of Education, Tertiary Education, Science and Technology, Mrs Leela Devi Dookun-Luchoomun, on 21 September 2023 at the MITD House, Phoenix.
A career diplomat, Ambassador Léonard-Émile Ognimba has more than 40 years’ experience in international political affairs, mainly focused on the peaceful resolution of conflicts on the African continent.
Over the past five years, he has served the Organisation of African, Caribbean and Pacific States as Under-Secretary General, in charge of Political Affairs and Human and Human Development. From 2012 to 2015, he was appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Congo to South Africa.
This appointment was preceded by a career of almost 30 years with the Organisation of African Unity (OAU), now the African Union (AU), successively as Coordinator within the Political Affairs Division, Head of Section for Conflict Resolution political advisor to the OAU mission in Burundi, and Head of the Burundi and Head of the Humanitarian Affairs and Displaced Persons Division.
Mr Léonard-Émile Ognimba also supported the planning and transition established by the Secretary-General in the transition from the OAU to the AU, eventually becoming Director of Political Affairs at the African Union Commission from 2004 to 2012.
Mr Léonard-Émile Ognimba holds a Master’s Degree in Public International Law and a certificate as a Russian interpreter from the University of Kiev, Ukraine, a Certificate in International Conflict Resolution from the US Army College and a diploma from Uppsala University in Sweden.
