Administrative Tribunal annuls appointment of 3 provincial directors and chief of staff in Sofala – reports

Africa-Press – Mozambique. One year on, the Administrative Tribunal has annulled the appointment of the chief of staff of the office of the Governor of Sofala Province, Inácio Chissumba, of the Provincial Director of Education, Tomás Viageiro, and of the Provincial Director of Environment and Territorial Development, Hélder Guandiane.

This is because these individuals do not have [previous] links with the state, Diário de Moçambique reports.

They were appointed by Governor of Sofala Lourenço Bulha, in the context of decentralised provincial governance.

Even in the context of decentralised provincial governance, appointments to management and leadership positions must comply with the requirements contained in professional qualifiers and other legislation and, according to the interpretation of the Administrative Tribunal, this includes the appointees being state employees.
