Carmelita Rita Namashulua has been appointed State Inspector General, following the recent creation of the General State Inspectorate, a new body aimed at strengthening oversight, auditing mechanisms and integrity in Mozambique’s public administration.
The appointment was announced in a presidential dispatch signed by the President of the Republic, under Law No. 1/2026 of 20 January, which establishes the General State Inspectorate.
Under the same legal framework, the Head of State also appointed Emanuel Augusto Mabumo and Laura Helena Nhancale as Deputy State Inspectors General.
According to a statement from the Presidency, the appointment of Carmelita Namashulua marks the beginning of the operationalisation of the General State Inspectorate (IGE), created to reinforce internal state control, audit administrative acts and promote greater transparency and good governance in public institutions.
The appointed officials are due to be sworn in on Tuesday at 8 a.m. at a ceremony presided over by President Daniel Chapo at the Presidential Office in Maputo.
The ceremony will also include the swearing-in of José João Passe as vice-rector of Púnguè University.
