Govt changes procedures to enter Civil Service and criteria for mobility

Africa-Press – Mozambique. Less than one year after the last revision, the executive has again changed the minimum time for career progression.

The executive has changed the Regulation of the General Statute of State Employees and Agents, still within the scope of the implementation of the new Single Salary Table (TSU).

The newspaper @Verdade has learned that the first change is in the “competition procedures” for the admission of new employees. Until now, entry that was carried out “as a rule, in the lowest class in mixed careers and in the initial step in horizontal careers” now takes place “in the initial step of the lowest salary level of the respective career”, and the procedure indicating that “in special regime careers, entry is made in the lowest category of the career” has been revoked.

Through Decree 32/2023, of the 8th of June, the government changed some criteria for the “mobility” of state employees, which is no longer subject to public tenders, but is operationalised through the following procedures:

Among other changes, 21 articles of the previous Regulation of the General Statute of State Employees and Agents were amended. Also noteworthy is the minimum time for career progression, which went from “two full years of effective service in the echelon in which he is classified” to the “minimum period of effective service in the echelon in which he is classified, established in the Career and Remuneration Subsystem”.
