Africa-Press – Mozambique. Mozambique’s Council of Ministers (cabinet) yesterday reviewed and approved the proposed law establishing the Legal Framework for the National Health System, to be submitted to the Assembly of the Republic, the Mozambican parliament.

The new law establishes the legal framework for the National Health System, comprising the Public, the Community, and the Private Health Subsystems, adapting them to the complexity and scale of health problems, combined with the current socioeconomic situation and demographic and epidemiological transitions in Mozambique.

During the Council of Ministers 25th Ordinary Session, held in Beira city, Sofala province, information was also reviewed regarding the 12th National Culture Festival, to take place in Tete province from August 20 to 24, 2025. The festival’s main objective is to promote national unity and peace by valuing cultural diversity, Mozambican artistic identity, and strengthening the material and social foundations that support cohesion, solidarity, and integration.

“The 12th National Culture Festival will be competitive in its District and Provincial phases, with the goal of selecting the best artists and cultural groups to represent their respective provinces in the National Final (Demonstrative) Phase. The Provincial Phase of the National Festival will take place in all provinces starting on July 26th,” the Council of Ministers statement adds.

Yesterday, the cabinet also positively appreciated the reflection on the empowerment and autonomy of districts for prevention and response actions to natural disasters, with the main objective of equipping districts with the necessary techniques and resources to autonomously deal with extreme events and provide immediate responses.

This response, the government states, will be coordinated through existing mechanisms such as Emergency Operations Centres, the Technical Councils for Disaster Risk Management at district, provincial, and national levels, as well as by Local Disaster Risk Management Committees, and should take place within the regular planning and budgeting mechanisms for governance actions.

“The Council of Ministers considered and approved the Resolution ratifying the Amendment to Article 10 (4) of the Constitution of the African Civil Aviation Commission, 2009, adopted by the 28th Ordinary Session of the Assembly of the African Union in Addis Ababa, Ethiopia, on January 31, 2017. The Amendment establishes that the quorum for plenary sessions of member states shall be a simple majority, meaning that the Commission deliberates validly when it is meeting in the proportion of fifty percent plus one,” the statement reads.

Furthermore, the cabinet was informed of the inscription of Maputo National Park on the UNESCO World Heritage List on July 13, 2025, during the 47th Session of the World Heritage Committee, taking place in Paris, France.

Maputo National Park encompasses areas of the Matutuine district and the Ka Nyaka municipal district and was inscribed as a Natural Heritage Site in recognition of its Outstanding Universal Values in accordance with Criteria 7, 9, and 10 of the World Cultural and Natural Heritage Convention, the statement emphasizes.

The area is notable for possessing a wide range of marine, coastal, wetland, freshwater estuarine, and terrestrial environments of great scenic beauty, largely intact. In addition, coral reefs, long sandy beaches, coastal dunes, lake systems, marshes, extensive wetlands, mangroves, and seagrass beds provide a unique habitat for Southern Africa.

Natural Heritage includes, among others, nesting turtle communities, terrestrial and marine megafauna, and large aggregations of aquatic birds. With this inscription, Maputo National Park joins the Island of Mozambique, bringing the country’s total number of sites on the World Heritage List to two.
