Africa-Press – Namibia. The director of the Roads Contractor Company (RCC) was not aware of revisions to a Kavango West road project when his private company, Trinitas Consulting Engineers, was awarded the consultancy work.
Rhys Mbala says this in a letter dated 9 December, drafted by his lawyers, Shipindo & Associates Inc, sent to The Namibian, in which they contest the accuracy of a report published on 5 December.
The Namibian earlier reported that Trinitas Consulting Engineers, owned by Mbala, was awarded a consultancy tender to oversee a gravel road project at the same parastatal where he serves as a director.
The RCC is the contractor responsible for constructing the road.
Lawyer Rauha Shipindo says the process was transparent.
She says the Ministry of Works and Transport publicly advertised requests for various road projects on 18 July 2024, to which Trinitas submitted bids.
She says in September 2025, following a request from the Kavango West Regional Council based on its priority list dated 13 June 2024, the ministry requested that the project be revised from an access road to Mulemba Junior Primary School (15km) to an access road to Mbeyo-Erago school and clinic.
“This change was approved by the National Planning Commission on 19 September 2025,” Shipindo says.
She adds that the ministry informed the Roads Authority that it had identified seven road projects of national importance, including the Mbeyo-Erago-Omatende road, on 28 October.
“At that stage, our client’s role as consultant, and not contractor, for this project had already been secured. In the same communication, the Roads Authority was informed that Roads Contractor Company would be the contractor for the road,” she says.
Shipindo says once Mbala became aware that the RCC would be appointed as the contractor, he immediately declared his interest.
