Africa-Press – Namibia. THE suspended chief executive officer (CEO) of the Grootfontein municipality, Kisco Sinvula, is faced with 30 counts of misconduct, including fraud, and gross negligence.

Grootfontein mayor Talitha Garises suspended Sinvula in March this year. However, Sinvula insisted that the suspension was not procedural.

A copy of the charge sheet shows Sinvula is expected to appear at a disciplinary hearing from 19 to 22 July.

According to the charge sheet, Sinvula allowed and authorised payments to Otjomuise Construction CC in 2021 and 2022 without the work being done or poorly done.

On 3 December 2021 Sinvula allegedly authorised Otjomuise Construction CC to use road-sealing materials belonging to the Grootfontein municipality.

“In that during or about 5 November 2021 you awarded a contract for road resealing to a certain Otjomuise Construction CC for N$5 million, which was more than the amount which was budgeted for in the approved budget of the Grootfontein Municipal Council,” the charge sheet reads.

Sinvula is further accused of awarding a contract to NBT Quality Services CC for the construction of electrical services for an amount of N$12 million.

He is accused of approaching a developer to solicit money or plots in exchange for the municipality constructing a tarred road in front of the said developer’s service station.

This was allegedly done last August.

According to the charge sheet, Sinvula claimed S&Ts on 25 May 2021 to attend a mayoral event at Katima Mulilo, and at the same time claimed S&Ts to attend the Environmental Fund’s board meeting on 26 May.

He allegedly received payment for both trips.

During the first quarter of this year, Sinvula allegedly told the municipality’s finance department to increase his cellphone allowance from N$1 200 to N$1 500 without the council’s authorisation.

Sinvula, according to the charge sheet, is accusing a certain ‘Ms Kavara’ to act as his personal assistant without following the correct procedures.

“During October 2021 to April 2022 you created an illegal position for acting officer for the urban, planning, housing, property, human settlement, and environment management department, and appointed a certain Mr Indileni Lungameni for the position, without following the established recruitment procedures.”

Sinvula hung up on The Namibian after the reporter introduced himself.

He did not answer follow-up calls on Monday and yesterday.
