Africa-Press – Namibia. THE Minister of Health and Social Services, Dr Esperance Luvindao, has emphasised that the ministry will no longer tolerate employees who underperform or merely collect salaries.
“The Ministry will no longer allow people to merely collect salaries. We are hired with terms of reference, and these must be clearly understood in order to hold people accountable. We must comply with the public service staff rules regarding misconduct, as it affects service delivery,” Luvindao said.
She shared these views during a recent courtesy meeting with the Public Service Commission (PSC), where the Minister was briefed on the Commission’s mandate and overall functions, particularly concerning human resources and recruitment. The PSC delegation was led by its Chairperson, Salmaan D. Jacobs.

At the meeting, Minister Luvindao called for ongoing cooperation and support from the PSC to strengthen the health workforce and ensure vital services reach all Namibians. She underscored the PSC’s critical role in enforcing disciplinary measures to hold public servants accountable. She added that the Ministry plans to collaborate closely with the Commission to tackle disciplinary challenges in certain departments.
“It must be clear that where employees are not performing, we will take the necessary measures to address this,” Luvindao said.
She further highlighted that the Ministry is working tirelessly to develop innovative approaches to recruit more staff in response to the growing demands on the healthcare system.
“The Ministry cannot substitute critical roles such as doctors and nurses, and we rely heavily on the support of the Public Service Commission to ensure that these posts are filled effectively,” Luvindao added.
