Popular Democratic Movement ( PDM) candidate for Oshakati East, Theophelus Kamati, pledges to uphold PDM’s local governance manifesto if elected.

The manifesto outlines several programs aimed at empowering young people and improving livelihoods. One of the plans is the Youth Enterprise Capital Fund, which would require local authorities to allocate part of their annual revenue to support youth-led businesses.

“The fund would provide young people with interest-free financing, remove the need for collateral, offer training and mentorship, and ensure a transparent, corruption-free allocation process,” he said.

The manifesto also proposes a Domestic Worker Subsidy in all local authorities. Funded through a small levy paid by ratepayers, the subsidy would help boost the low wages earned by domestic workers. Kamati, a former PDM member of parliament, told New Era that he intends to improve access to healthcare in his constituency. “If given the chance, I will work hard to ensure that every constituency has at least one clinic,” he said. “I will lobby the central government to buy 12 metre shipping containers and convert them into smart clinics that can serve communities,” he added.

He added that this would also create employment for unemployed nurses and pharmacists. Kamati welcomed the government’s commissioning of the long-awaited project of the Oshakati–Ompundja road. He said the new road should not only improve transportation and boost economic activity but also help address youth unemployment in Oshana region. “We must give credit where it is due. The Ompundja–Oshakati road is long overdue. Communities such as taxi drivers, business owners, farmers, school children, and residents have struggled for years to access Oshakati, especially during the rainy season. Once completed, these challenges will finally be a thing of the past,” Kamati said.

He further expressed concerns about education and youth development in the region, highlighting poor infrastructure, staff shortages, and high youth unemployment.
