A Namibian delegation led by National Assembly speaker Saara Kuugongelwa-Amadhila is participating in the 151st Inter-Parliamentary Union (IPU) Assembly in Geneva, Switzerland, scheduled to take place from 19 to 23 October 2025.

The delegation comprising lawmakers from both Houses of Parliament are deliberating on the theme “Upholding humanitarian norms and supporting humanitarian action in times of crisis.”

Other subjects under discussion will include food security, migration and transnational crime, managing Artificial Intelligence, fostering religious literacy, parliamentary oversight of defence spending, methane reduction, preventing corporate tax evasion, and the protection of children from illegal adoption.

National Assembly parliamentarians include Popular Democratic Movement’s Winnie Moongo and Swapo lawmakers James Uerikua, Ipumbu Shiimi, and Alpheus !Naruseb is in attendance.

While members from the National Council (NC) are Emma Muteka, Abner Shikongo, Sakeus Nangula and NC vice chairperson Victoria Kauma.

The hundreds of legislators will advance parliamentary action that safeguards international humanitarian law, defends the independence of relief efforts and reinforces multilateral commitments.

The International Committee of the Red Cross and the United Nations Office for the Coordination of Humanitarian Affairs report that there are 120 ongoing conflicts and 310 million people in need of humanitarian assistance around the world.

The Assembly is expected to spotlight the needs of the most vulnerable in conflicts, including displaced populations, women, youth, minorities and those affected by food insecurity and disease, while supporting broader goals in peacebuilding, development, gender equality and climate action.

Subsequently, a resolution will be adopted on the emergency item and on the subject item taken up by the IPU Standing Committee on Democracy and Human Rights entitled ‘Recognising and supporting the victims of illegal international adoption and taking measures to prevent this practice’.

The Assembly is expected to conclude with the adoption of an outcome document on the overall theme of the general debate.
