Africa-Press – Namibia. THE Commissioner-General of the Namibia Correctional Service (NCS), Raphael Hamunyela, said that meaningful development can only be realised when communities are actively involved and supportive of national programmes.

He said this during the inauguration of the Correctional Service facility clinic at Kaoko-Otavi, Kunene Region, on Tuesday.

He said that construction was completed on time thanks to the collaboration of local traditional leaders who “reinforced the NCS” with thirty “disciplined and hardworking personnel”.

Such positive collaboration reflects the true spirit of partnership between government institutions and citizens, said Hamunyela.

The NCS started the construction of Phase 1 of the facility in February 2024, with the erection of the fence, which was completed on time twelve months later.

“The Kaoko-Otavi experience clearly illustrates that collaboration among citizens is critical to the successful implementation of NCS plans in particular, and the broader objectives of the Ministry and the Government at large,” he said.

He, on behalf of the NCS, extended heartfelt gratitude to the traditional authorities and community members of the area for their unwavering support and partnership in nation-building.

“This spirit of unity and collective responsibility,” he said, “will continue to advance sustainable development, safety and lasting social transformation for generations to come.”
