Africa-Press – Namibia. THE Omusati Regional Governor, Immanuel Shikongo, said that the Namibian government is committed to ensuring that Namibians own a sizeable and equitable share in the oil and gas industries, enabling them to truly benefit from these national resources.
Shikongo delivered welcoming remarks on the occasion of the consultative meeting of the National Upstream Petroleum Local Content Policy (LCP) at Outapi on Wednesday.
He said that the policy provides a strategic roadmap to maximise the benefits of the country’s petroleum resources by promoting phased and meaningful participation of the citizens, companies and institutions across the entire value chain — from exploration to production and beyond.
According to him, the policy’s objectives are clear and ambitious, namely to:
– establish a stable regulatory framework,
– prioritise local goods and services,
– create employment and upskilling opportunities,
– stimulate innovation and research, and
– foster collaboration between international and local stakeholders.
“These goals,” he said, “are not abstract. They are actionable, and they are aligned with our national development agenda, including Vision 2030 and the National Equitable Economic Empowerment Framework (NEEEF).”
He recognised the importance of building local capacity, saying that the Omusati Region is home to a vibrant youth population, skilled artisans, and emerging entrepreneurs who are ready to contribute meaningfully to Namibia’s energy future.
“This policy offers a chance to unlock that potential and ensure that our communities benefit directly from the country’s natural wealth,” said Governor Shikongo, adding that the policy speaks directly to national aspirations for inclusive growth, economic empowerment, and long-term sustainability.
