Africa-Press – Namibia. IN-FIGHTINGS and disunity amongst political leaders undermines progress and should be avoided at all cost. Prime Minister Saara Kuugongelwa-Amadhila made the call during the official opening of the 8th Congress of the Association of Regional Councils (ARC) at Outapi.
Kuugongelwa-Amadhila stated that to succeed as a country, the collective has to be united in purpose and action, as well as vision and persistence. She indicated that as leaders they should put their differences aside and hold hands so that can they deliver effective services to the people.
“We owe it to the citizens and it is within our ability. We only need to be committed,” she said.
She further explained that effective public sector governance ensures improved performance of public institutions and sustained socio-economic development and poverty eradication. The one week long congress, which kicked off on Monday in the Omusati Region, is being held under the theme “Embracing change and transformation.”
Kuugongelwa-Amadhila stated that the Harambee Prosperity Plan is geared towards entrenching governance measures that aim to improve and strengthen mechanisms for government performance and service delivery and thereby improving the living standard of all Namibian people.
She noted that in promoting a performance culture in the Public Service, a Performance Management System was introduced with a purpose of measuring performance of public servants in order to improve service delivery.
“All public institutions are required to ensure that this system is not only fully rolled out, but that the system is fully operationalised to ensure that it results in improved performance for public institutions and public service delivery,” she said.
She added that performance monitoring and evaluation need to be regularly carried out to ensure that performance targets are met and that impact is optimized.
