Africa-Press – Namibia. Two Roads Authority (RA) executives were dismissed yesterday following an internal disciplinary process over alleged corruption in a N$16 million tender.

The axes landed on Johan Boois, executive officer for transportation, and Richard Milinga, divisional manager for the transport inspectorate.

“The RA confirms that due process was followed in accordance with the organisation’s disciplinary procedures and governance framework,” reads a statement by RA CEO Hippi Tjivikua.

Interim appointments have since been made to ensure continuity, with Taukondjele Nambinga as acting executive officer for transportation and Michael Shetunyenga as acting divisional manager for the transport inspectorate.

Tjivikua further confirmed that an internal investigation was conducted into the two executives and that due process was followed in accordance with the organisation’s disciplinary procedures and governance framework.

Last year, the retired CEO Conrad Lutombi was quoted in the media saying that the two executives were charged over a tender for 17 vehicles worth N$16 million.

The tender, issued last year, was meant to supply the RA’s road safety unit with motorcycles, pickups and Volkswagen Polo GTIs.

“The investigations have already been completed, and we are in the process of disciplinary action. I cannot comment further. If they are found guilty, our disciplinary policy would apply,” Lutombi said then.

Sources have raised concerns that some vehicle prices were inflated. One pickup was reportedly listed at N$1.2 million, far above its N$800 000 showroom value in Windhoek dealerships. Lutombi blocked the procurement after noting discrepancies with the RA’s rules and ordered an internal audit.
