The Minister of Maritime Affairs and Blue Economy, Adebowale Oyetola, announced that the United States has lifted security restrictions imposed on ships coming from Nigeria after more than a decade. This move is expected to reduce shipping costs and enhance the competitiveness of Nigerian ports.
These restrictions, known as “entry conditions,” were imposed by the U.S. Coast Guard in June 2014. They required ships heading to the United States that had recently docked at certain Nigerian ports to comply with additional security measures and undergo heightened scrutiny before entering U.S. waters.
The Coast Guard explained that Nigerian ports did not implement effective anti-terrorism measures, citing shortcomings in the country’s legal framework, oversight by the relevant maritime security authority, entry monitoring procedures, and cargo handling.
Oyetola stated that the decision came after improvements in maritime security and compliance with the International Ship and Port Facility Security Code. Lifting the restrictions means that ships docking at Nigerian ports before sailing to the United States will no longer be subject to the additional security requirements imposed under the program.
Oyetola explained that this step will contribute to improving ship waiting times, enhancing schedule reliability, and making Nigerian ports more attractive to international shipping lines.
The Nigerian Maritime Administration and Safety Agency reported that the U.S. Coast Guard conducted four assessments of maritime security systems and port facilities in Nigeria between March 2024 and April 2026.
Industry participants have long argued that the restrictions increased operating costs due to additional inspections, documentation requirements, and security procedures, while contributing to delays, rising shipping prices, and increased insurance costs.
