Govt Cimerwa Partner to Build Rwf270bn Clinker Factory

Africa-Press – Rwanda. The government of Rwanda on July 17 signed a 15-year industrial quarry licence agreement with cement maker CIMERWA Plc.

The move is set to boost the production of cement in the country.

At the event, the government was represented by Rwanda Development Board (RDB) and Rwanda Mines, Petroleum and Gas Board (RMB).

The agreement paves the way for a $190 million (approx. Rwf270 billion) investment in a clinker manufacturing plant in Musanze District, expected to reduce cement imports, generate employment, and support Rwanda’s infrastructure development through sustainable quarrying practices, RDB said in a statement.

Clinker is an essential component in cement production.

Cement imports into Rwanda amounted to $94 million in 2024, reflecting an increase of 41.5 per cent from $67 million, according to 2024 trade and industry performance data from the Ministry of Trade and Industry.

On July 16, the Cabinet approved applications for mineral, quarry and exploration licenses, in line with continued efforts to boost mining in the country, according to a statement from the Office of the Prime Minister.
