Govt to Expropriate Residents from Four Industrial Parks

Africa-Press – Rwanda. The government is set to inject Rwf10 billion into four strategically prioritised industrial parks during the current fiscal year (2025-2026), to facilitate expropriation of affected residents and lay the foundation for essential infrastructure.

The parks are located in Musanze, Rwamagana, Muhanga, and Bugesera districts.

Antoine-Marie Kajangwe, the Permanent Secretary at the Ministry of Trade and Industry (MINICOM), made the disclosure on July 15, while appearing before the Public Accounts Committee (PAC) to respond to concerns raised in the Auditor General’s report for the financial year ending June 30, 2024.

The report highlighted infrastructure gaps, such as a lack of water supply in various industrial parks, which continue to deter potential investors, as well as residents whose properties were used without compensation.

The ministry indicated that the remaining land requiring expropriation is 54.9 hectares, located in Muhanga.

“In Muhanga Industrial Park, some affected residents have not yet been compensated, but this year we are planning to begin the expropriation process so that infrastructure works, roads, water, and electricity can commence,” Kajangwe told MPs.

He added that in the remaining areas, expropriation would be handled in collaboration with investors.

Regarding other industrial parks that still lack basic amenities, Kajangwe said that MINICOM is working with the Ministry of Finance and Economic Planning to secure funding.

“The government has prioritised the four industrial parks for completion within the National Strategy for Transformation (NST2) timeline,” he said.

According to the official, these parks were selected based on their geographical diversity and strong investor interest, particularly in secondary cities identified as emerging growth hubs.

“While these four parks are the current priority, other parks will also be financed as more resources become available,” Kajangwe noted.

The Rwf10 billion allocation will go toward key infrastructure, including access roads, electricity, water supply, and treatment facilities.

“Alongside this, the government is continuing to offer investment incentives and support measures to ensure investors can access raw materials and begin operations efficiently.”
