Africa-Press – Rwanda. Mwulire sector recently got a new health centre – a significant milestone that has spared residents from undertaking extensive trips in search of healthcare services. Presently, all sectors in Rwamagana are equipped with health centres.
This notable infrastructure accomplishment occurred during the 2022/23 financial year, incurring a cost of Rwf 578.5 million. It stands as a testament to how tax contributions from various compliant taxpayers benefit all Rwandans, contributing to the enhancement of their lives.
Radjab Mbonyumuvunyi, the mayor of Rwamagana district, highlighted the improvement in tax collection and its efficient management for the overall interests of citizens.

“Among the 14 districts that make up the Rwamagana district, Mwulire was the last one not having a health centre. It was constructed during the last financial year, at the cost of Rwf 578.5 million. It is now equipped and serving the people and is alleviating a burden on Rwamagana district hospital that was previously overcharged because of the highest number of service seekers, he said.
“People now access all services from the health centre, instead of considering the hospital as the only option unless they have a serious illness that requires doctors’ attention,” he added.
According to Liliane Kamayirese, the manager of Mwulire Health Centre, the infrastructure was inaugurated on May 29, after being upgraded from a health post with a small maternity ward. Because of a high number of patients, it necessitated being upgraded.
“Before, we had the capacity to only offer outpatient services and run a small maternity ward. But since we have become a health centre, we now offer almost all health services, including vaccination, family planning, HIV testing, mental health services, treatments for incurable diseases, Antiretroviral therapy, and more,” she said.
Previously, residents had to travel several kilometers to Musha Health Centre or Rwamagana, but now they can conveniently access these services in their proximity.
Mayor Mbonyumuvunyi highlighted other achievements resulting from tax revenues, including the construction of a 4.4-kilometer road costing Rwf 4.2 million, equipped with public lighting.
“It is a significant achievement; now people are using good roads even when it is raining, with no risks of sickness associated with dust during sunny seasons. Moreover, all those roads have public lighting, all of which occurred during this past financial year,” Mbonyumuvunyi added.
Additionally, infrastructure development comprised the construction of 12 classrooms, eight kitchens, and 18 restrooms at a cost of Rwf 316.4 million. A dormitory was built at the Technical Secondary School of Saint Kizito in Musha to accommodate students pursuing technical education.

Furthermore, 93 kilometers of unpaved roads were restored at the cost of Rwf 218 million, along with the construction of shelters for survivors of the 1994 genocide against the Tutsi, amounting to Rwf 458 million.
“People should refrain from evading taxes because when you do so, it is causing your own losses. All these mentioned achievements were made possible through taxes, whether large taxpayer or small, and in turn, we all benefited from that tax,” Mbonyumuvunyi added.
He underscored that those schools and hospitals are utilized by all, creating an equal and inclusive environment for the community.
