Africa-Press – Rwanda. Rwanda Association of Local Government Authorities (RALGA) approved Valens Uwineza as its new Secretary General, on Thursday, October 16.

Uwineza replaces Dominique Habimana, who was recently appointed Minister of Local Government.

Uwineza brings extensive experience in public policy, coordination, and local governance from his previous roles.

He previously served in the Office of the President as Director of Cabinet.

Minister Habimana commended RALGA for its ongoing efforts to strengthen local government institutions and amplify their voice on the international stage.

“RALGA has done commendable work to build the capacity of local government entities. We wish for the association to continue serving as a strong channel that enables local government entities to build their capacity, become more effective, and deliver quality services, thereby improving citizens’ satisfaction with the services they receive and their participation in planning and local development initiatives,” he said.

RALGA Chairperson, Odette Uwizeye, reaffirmed the association’s commitment to empowering local government entities and supporting its members to effectively fulfil their responsibilities and deliver high-quality services.

“This will be achieved through home-grown solutions, implementing income-generating projects for RALGA, and further strengthening partnerships with stakeholders to mobilise resources for sustainable and high-quality development,” she said.

As part of its long-term vision, the association has pledged to construct and operationalise a Centre of Excellence in Local Governance to serve as a hub for knowledge, innovation, and capacity building in local governance.

Recognising the importance of financial sustainability, RALGA aims to diversify its funding sources through strategic resource mobilisation, revenue-generating initiatives, and partnerships with international development agencies and private sector stakeholders.
