Africa-Press – Rwanda. New Rwanda Football Federation (FERWAFA) president Fabrice Shema, who was elected in August, has come in with an ambitious vision to develop football and make Rwanda more competitive.

Shema replaced Alphonse Munyantwali, who had been in office since June 2023. Formerly the president of AS Kigali, Shema ran as the sole candidate for the role and was overwhelmingly elected, receiving 51 out of 53 votes.

In his manifesto, Shema argued that Rwanda has the potential to become a regional powerhouse if the country builds on its strengths and addresses its challenges with vision and determination.

In this article, The New Times presents some of the key points in his vision.

1. Youth empowerment and grassroots talent development

Shema’s manifesto stressed the need to identify and nurture future stars through expanded youth academies, widespread scouting, and redesigned school-based football initiatives. He proposed working closely with schools and local authorities so that football becomes integral to youth development nationwide. His plan also includes linking schools and academies to the Professional Division to expose young talent.

2. Investment in infrastructure

Shema pledged to mobilise resources for the renovation and construction of pitches, training centres, and stadiums that meet international standards. His manifesto highlighted inclusive participation, with facilities accessible to men, women, and persons with disabilities. He also proposes introducing stadium naming rights in collaboration with stakeholders.

3. Promoting high-level competition

Shema outlined reforms such as implementing a tiered league system with promotion and relegation, organizing national cup tournaments open to all league levels, and hosting invitational tournaments in collaboration with regional and international bodies. His manifesto also mentioned investing in analytics and rewarding clubs that nurture home-grown talent.

4. Strengthening women’s football

Shema’s plan includes allocating specific resources for women’s football, establishing a women’s league, ensuring equal access to facilities, and securing media coverage and sponsorship. His manifesto emphasized capacity building, transparent recruitment, and international exchange programs for coaches, referees, and administrators.

5. Financial stability and good governance

Shema promised accountability and transparency, including regular audits, financial reports, and an independent oversight committee. He also proposed diversifying revenue streams through partnerships, sponsors, and merchandising.

6. National and international partnerships

He highlighted the importance of partnerships with neighbouring associations, CAF, FIFA, and academies abroad for knowledge transfer, funding, and competitive opportunities.

7. Enhancing the fan experience

His manifesto pointed to fan outreach programs, affordable ticketing, and family-friendly match-day experiences. He also proposed community football festivals and direct communication with supporters to keep them engaged.

8. Clear action plan

Shema committed to creating an inclusive advisory board, setting measurable targets, and engaging government agencies and NGOs to align football development with national priorities such as youth employment, health, and education.
